Stephen Barrett, MD, board chair of Quackwatch Inc., applauded the FTCs action. The government agency, which oversees the advertising of nonprescription drags, has taken an aggressive stance on the claims made by health products in the last two years. He said the agency has filed more false advertising claims in the last two years than during the 1980s. The FTC issued 1,200 warnings after an international health claim Internet surf day Nov. 10, 1998 when numerous agencies surfed the Internet and assessed Web sites. Email the FTC at health-claims@ftc.gov to send complaints or comments about health claims on the Internet. The most recent USDA dietary surveys report that about half of women in childbearing years have iron intakes below the mean requirements and some 95% have intakes below the RDA. (1) In another study, the majority of the women surveyed did not achieve 70% of the RDA for iron, putting them at strong risk for deficiency. Chelated minerals are minerals such as zinc, manganese, magnesium, copper, iron or calcium that are bonded to amino acids. Since Ferrochel is composed of iron and the amino acid glycine, Albion refers to it as a nutritionally functional mineral chelate. Irons role in hemoglobin formation is well known; glycines importance in the process is less familiar. Glycine and succinyl CoA are the starting materials for hemoglobin. Albion Laboratories contends that the other half of the Ferrochel chelate–glycine–is just as important in creating a nutritionally functional product.

I love my cell phone! I try to use it as little as possible when driving. But the more I drive, I see more and more cell phone abuse. In the last month, three vehicles have crossed into my lane, all the drivers on cell phones. Not long ago, someone hit me from the rear, pushing me into the car ahead. As they took her to the hospital on a stretcher, the cell phone was still being used for casual conversation. The best is this one: I followed a driver with a cell phone to her ear while holding a cigarette in the other hand. I figure she had three fingers on the steering wheel.
For as little as $100, anyone can buy your cell phone records online. Law enforcement authorities said various illegal methods are used to collect the information. The methods include “pretexting,” where someone calls a wireless carrier and pretends to be a customer, hacking into an online account or even bribing cellular employees to get access to records. It isnt a new practice, but it is an alarming one. Authorities say online data brokers have been selling Canadian and U.S. phone records for at least three years and havent been hiding the fact. Privacy groups estimate there are more than 40 websites like Locatecell, most of which are based in the United States.

Each year approximately 4 million Americans are bitten by dogs, and about 800,000 of these persons (44 percent of whom are younger than 14 years) present for medical treatment.(1-3) More than one dozen fatalities related to dog bites occur each year in this country; most of these victims are children.(1,2) Although most dog bite attacks are not provoked,(3) there are several measures that adults and children can take to decrease the possibility of being bitten. Family physicians can educate parents and children on ways to prevent dog bites, but, when dog bites do occur, the physician must be knowledgeable about how to treat the bites effectively. As of 1994, an estimated 34 million American households owned at least one dog, accounting for a canine population in the United States in excess of 55 million.(1,2,4) Most dogs never bite a human; however, under certain circumstances, any dog is capable of inflicting harm. The most common victims of dog bites are children, especially in incidents that prove fatal.(2,5-7) Almost one half of all reported cases of dog bites involve an animal owned by the victims family or the victims neighbors.(3) Most victims are involved in normal, nonprovoking activities before the dog attacks.(2) For example, neonatal deaths resulting from a dog bite most often involve a sleeping baby.(1,2) Several dog breeds have been identified for their role in fatal dog bite attacks, including pit bull breeds, malamutes, chows, Rottweilers, huskies, German shepherds and wolf hybrids.(1,2,8) From 1979 to 1988, pit bull breeds accounted for more than 41 percent of dog bite-related fatalities, three times as many as German shepherds.(2)
AS I read, “Girl, 7, bitten on face, head in dog attack,” I was struck once again by how easily the attack on this young girl could have been prevented. Every 40 seconds, someone in America seeks medical care because of a dog bite. Children make up 60 percent of the 4.7 million Americans bitten by dogs each year. Tragically, some 20 people will die from dog attack injuries this year. Most disconcerting is that the problem is largely preventable with just a little public education.

By Hal Lockard A half dozen drivers took advantage Saturday of a defensive driving course offered by the Topeka Police Department. Lt. Ron Brown said drivers signed up for the class, and because the session coincided with a Kansas State University football game, they opted to skip their lunch break and get through the class in time for the end of the game.
The defense attorney for Hans Reiser presented in court Wednesday two hard drives that were missing from the murder defendants computers shortly after his wife Nina disappeared. William DuBois took the hard drives out of an envelope in court and gave them to Reiser to see if they fit into a computer that previously had been entered into evidence. The drives fit and Reiser said they seemed to be the hard drives he gave to DuBois shortly after Nina disappeared.
The Topeka Police Department will host its sixth defensive driving course next month for drivers interested in lowering their vehicle insurance rates. Cost is $10 and should be paid the day of the class. Class size will be limited to 30 students and is offered on a first-come, first-serve basis. Registration forms can be picked up through June 20 at the police department lobby at 320 S. Kansas Ave. Applications wont be accepted by phone. Applicants should consider them accepted unless notified otherwise by the department. The course is classroom instruction only — no driving. Those who pass the course will receive a certificate that can qualify them for a discount on vehicle insurance.

A breakthrough in car hire deprescription? The concept surrounding just how a car owner should be compensated when someone else uses his railcars has been evolving for a number of years. For those old enough to remember “incentive per diem” payments as an example of the ICCs power to increase car hire payments when a perceived boxcar shortage existed in the late 70s, just about any payment scheme is possible. But under todays systems, most railcars are logged into the system at their new purchase price, or if rebuilt, at the rebuilt price (assuming certain rules concerning minimum reinvestment in the equipment are met.) This valuation is depreciated over the cars perceived useful life at about 3% per year. (This in theory allows the investor to recoup his investment in the equipment through hourly and mileage charges as the railcar is utilized.) The ICC is required to periodically review the car hire formula for such things as cost of capital. The drive for deprescription is at least in part derived from the belief that this formula doesnt provide market flexibility. According to members of the ad hoc Car Hire Policy Committee, an agreement in principle has been reached on the elements of deprescription for all railroad car hire by the year 2000. Heres how its supposed to work:
As this issue goes to press, the railroad industry will have had almost six months to digest the impact of the ICCs car-hire deprescription rules. Assuming you start counting from the date these rules were first promulgated in 1993, railroads have had sufficient time to react, and we should be seeing the first faint stirrings of how things will be in the future. Our industry sources tell us that while there have been some dramatic overtures by some of the railroads that were deprescriptions greatest proponents, there is a lot that hasnt yet occurred but which will likely shake out in the near future. Like the weekend partygoer who overdid it on Sunday evening and has to face Monday morning eventually, the railroad industry has come to grips with the reality of car-hire deprescription. The attitude seems to be, “Its here and even though we did (or did not) support it, we now have to get on with business in a new environment.” And getting on with business has been what most railroads have been actively involved with since the first of the year. For instance, as of this writing, about 47,000 railcars have been deprescribed and converted into market rate cars by their owners. Generally speaking, these cars have either been voluntarily deprescribed ones that, due to their age, would otherwise have continued to earn a low stated per diem under the old rules (in the face of a shortage of the car type that would allow a higher market rate - about 21,000 cars total), or they have been cars that have been rebuilt and have become market rate cars as a result.

LIVERMORE — Cleanup crews from the Environmental Protection Agency contained a mercury spill Thursday that ended up in a carport and gutter in a Livermore neighborhood. At about 3 p.m. Wednesday, authorities received reports of metallic-like beads in the gutter in front of the 900 block of Olivina Avenue, said Glen Haendel of the Livermore Fire Department. Richard Martyn, an on-scene coordinator for the EPA, said that the thousands of beads were roughly the size of pinheads.

When an infantry officer takes command of a company, he wants to make it the best fighting force possible. Many of us know how to develop the maneuver aspects of training, but we may not be sure how to improve other areas that support the companys ability to fight. Any good infantry commander knows the value of correct and timely first aid on the battlefield. The Bellamy Analysis of casualties in World War II, Korea, and Vietnam–a major, comprehensive study of wound effects–found that 80 percent of combat deaths occurred in the first hour after injury. Of these casualties, 50 percent bled to death, half of whom could have survived if the bleeding had been stopped. Saving lives is the fundamental reward from a good medical training program. Improving life-saving skills yields other benefits as well. An individual soldier gains confidence when he can perform the actions that he knows will save lives, and when he has truly mastered a skill he can use anywhere and any time. Units gain confidence going into battle, knowing that they will be cared for by the soldiers around them. Soldiers will fight harder when they know there is good, competent care and an evacuation program to take the wounded back to a dedicated care giver. These are not easily quantifiable benefits, but they are important and a good commander will work to improve them.

The term prognathism applies to a horizontal overgrowth of the lower jaw. The appearance of the prognathic patient often belies the patients gentle nature by causing a semblance of belligerence and hostility not unlike that of an English bulldog or a German boxer. In selected cases, prognathism can be corrected orthopedically by reconstructing the biting relationship using temporary splints placed on the upper and lower teeth. These are effective in repositioning the mandible backward and in training the muscles to restrain the forward position of the lower jaw. If the temporary restraints are successful, more permanent reconstruction is feasible. A surgical and orthodontic treatment can also be chosen.

The Washoe County (NV) Library System ran six one-hour classes during NLW about the Internet. The Bensonville (IL) Community Public Library is advertising “Learn to Use the Internet Through Librarys Free Tutorials” where the sessions “are one hour long and each session is limited to one or two people. No computer experience is necessary.” They will also teach the use of CLeaRNET, the community computing network. Thats just the tip of the iceberg, so to speak: there are many, many libraries which are finding out that many of their customers have to be trained in the use of computers, catalogs and databases before they can make full use of all our new resources. And never mind just “full use”! Just using a computerized catalog is beyond the experience and perhaps even the willingness of a lot of people. To say nothing of the fact that in the name of service we have loaded up these catalogs with access to all sorts of databases to add to the confusion. No wonder we have to run classes. Where do the staff come from to run all these classes, especially the one-on-one classes like the ones in Bensonville? Or the one-on-one the librarian on the floor has to give to the puzzled patron sitting dejectedly in front of the computer?
During the next two months, library users may notice the sights and sounds of light construction near the video and current magazine reading areas. This extra activity is temporary and will result in a computer lab that better meets the steady public demand for training in using the librarys computers and the Internet. All of that will soon change, thanks to financial support from the Woodruff Charitable Trust. The Woodruff Training Room will be created using high-quality floorto-ceiling glass demountable partitions with wood trim. The 18-foot by 28-foot room will house 16 computer workstations, an instructors workstation, and a large-screen projection unit. The wall system is manufactured by HI, a Wisconsin firm. The library will pay for electrical work, cabling, small furniture items, and two additional computers to supplement 15 laptop computers purchased previously. A sweet flying delta wing Theres something eye-catching about a “delta-wing” type of aircraft. The mystique of an airplane with no fuselage or empennage piques our curiosity and challenges our instincts concerning aerodynamics. The Laser Models Laser Arrow delta wing is one in a new line of models distributed by Great Planes, and I quickly accepted the offer to review it. The kit consists of several sheets of laser-cut balsa and light plywood. To minimize damage, the wood sheets are secured to the bottom of the box with cardboard tabs. By recasting clot-promoting protein fibers found in blood into a fine meshwork, researchers have devised a wound covering that may speed healing and never need removing. Gary L. Bowlin and his coworkers have produced mats of the protein, called fibrinogen, containing fibers just 80 nanometers thick. Thats comparable in thickness to natural fibrinogen fibers in peoples blood, says Bowlin, a biomedical engineer at Virginia Commonwealth University in Richmond. Bowlin and his coworkers created their mats from human or cow fibrinogen by modifying a process, called electrospinning, thats long been used in textile manufacturing. After dissolving the protein in a solution, the researchers applied an electric field that forced the fluid through a narrow nozzle toward a metal plate. While in the air, the fibrinogen threads dried and twisted, landing on their metal target like a delicate network of spaghetti. Increasing the protein concentration of the initial solution made the mats threads thicker; decreasing the concentration made the threads thinner.

Private investors who use stockbrokers to advise them on their equity investments have always had problems in the performance of their portfolio. From this week, their efforts will be made easier by the joint launch between the FT-SE and the Association of Private Client Investment Managers and Stockbrokers (APCIMS) of three new indices, providing a yardstick against which to compare their portfolios performance. They will also provide a comparison basis from which investors can review their asset allocation and structure of their portfolios together with their stockbroker or fund manager. Finally, the indices aim to provide an industry-wide benchmark for assessing the performance of discretionary fund managers. Michael Read, head of fund management at Greig Middleton, and an APCIMS board member, says: “Private investors and trustees have long been waiting for readily accessible, highly visible and easily understandable benchmarks. “There is a real need for such measurement tools and I think investors will be pleased that information which has previously been available to institutional investors is now available to them cheaply and conveniently.” The three indices are based to the key needs of investors: for income, capital growth and a balanced portfolio. A survey of the model portfolios will be carried out quarterly and used to determine the weightings of the asset classes within each of the three indices. Although the survey will be conducted quarterly, the index weightings will be based on the annualised portfolio weightings, in order to maintain continuity. In determining asset allocation, the performance of UK equities will be measured by reference to the FT-SE All-Share index. Foreign equity performance will be measured by reference to the FT/Standard Poors All World Index, without UK stocks. Bonds and cash will be assessed by reference to FT-SE Gilts All-Stocks index. A sample of leading discretionary private client fund managers showed the average allocations for model portfolios changed according to whether they were income or growth producing, or balanced. Indices will be calculated by FT-SE International and both capital and total returns for private investors will be published. The underlying return calculations will assume the private investor purchases and holds the underlying stocks. Weightings will be adjusted at the end of each month to maintain the chosen weightings for the asset classes within each private investor index. Back histories will also be created, starting from 1986, in order to give a rough-and-ready reckoner of indication of historical performance. Experts at APCIMS who collaborated in drawing up the indices agree that they may not provide a perfect model for all clients. Michael Read at Greig Middleton points out: “For all sorts of reasons the construction of a clients portfolio of investments and its performance is unlikely to exactly mirror the indices. “Our benchmarks are not perfect. For example, they do not allow for a clients requirements not to invest in certain sectors of the market, nor do they take into account the capital gains tax constraints. None the less, they will be a very useful guide and will provide a good discipline for the industry. “In the main, we find our clients at Greg Middleton want to participate in growth as the market rises as well as obtaining a reasonable and growing income. “They recognise that we are not superhuman and do not expect us to achieve `top dollar appreciation all the time. They want safety and responsible investment management. “As a by-product, {these indices} will show over time how badly bank and building society deposits have served savers”
I FEEL chuffed with that Welsh performance because it should be used as a yardstick to measure how quickly things have been turned around.
